Up to now, we have conducted various researches on helicopter emergency medical services including case studies on the world’s most advanced helicopter emergency service systems to verify their life-saving effectiveness. In addition to these research projects and studies, we are also engaged in activities to spread awareness among the general public on the benefits and the importance of helicopter emergency services.
This website has been created as part of such public relations activities. It contains such information as HEM-Net activities relevant legislations, government documents, statistics, scholarly papers, research reports, press material, and foreign literature to provide an outline of emergency medical services utilizing helicopters （in Janan,we call them Doctor Helicopters) as well as other aircrafts including fixed-wing airplanes.
In addition to these activities, in FY 2010, HEM-Net launched a subsidy provision program to support OJT-style training for doctors and nurses who fly onboard Doctor Helicopters. This program has been initiated following HEM-Net’s registration as the first non-profit corporate body to run subsidy provision programs under the Doctor Helicopter Special Act (enacted June 2007). This subsidy is funded by the Doctor Helicopter Support Foundation(which has been established with support from various individuals, business enterprises, and private organizations, including the Doctor Helicopter Widespread Use Promotion Panel(an organization associated with Japan Business Federation), General Insurance Association of Japan, Mutual Insurance Federation of Agricultural Cooperatives, and Japan Automobile Federation.
Starting from FY 2011, HEM-Net launched another subsidy provision program to aid Doctor Helicopter Safety Training Sessions held by regional hospitals operating Doctor Helicopters . Currently, Doctor Helicopter services are provided in nearly half of the prefectures in Japan. Although we have not yet fulfilled our goal of deploying Doctor Helicopter services all over across Japan, it is time to pay sufficient attention to the quality side of the service including its safety, rather than focusing on quantitative expansion alone. The Safety Training Session provides cross over meetings among flight crew (pilots, mechanics and CS staff ),medical service crew (doctors and nurses), paramedic fire fighters and other relevant officers working at rescue spots in order to ensure the safety of Doctor Helicopters through their close cooperation ).
HEM-Net is certified by the National Tax Agency as a well-qualified corporate body with an appropriate governing structure and operation scheme that contributes to the public interest. Tax benefits are offered for donations made by supporters of HEM-Net. HEM-Net solicits supporting members who agree with our purpose and are willing to support our activities.
